The Lagos State Government has ended all manual building approval processes, making its Electronic Physical Planning Process System (EPPPS) the sole platform for obtaining planning permits statewide.
Announcing the change, Olajide Babatunde, Special Adviser on E-GIS and Urban Development, said the full digital transition took effect on April 1, 2026, marking the complete phase-out of paper-based applications. He stated that any official or applicant still processing permits manually is now operating outside the law.
The new web-based EPPPS platform is designed to streamline approvals, improve transparency, and eliminate delays in the planning process. According to the government, all district offices are now fully equipped with trained personnel, computers, and internet connectivity to support the system.
Applicants can now process every stage of planning approval online, including authorisation to begin construction and certification stages. To ensure compliance, the state has also created a monitoring task force to detect and stop illegal manual transactions.
Beyond permit automation, Lagos introduced the Certified Accredited Programme (CAP) to strengthen building control and reduce structural failures, while Aumentum Software has been deployed to digitise land records and simplify Certificate of Occupancy processing.
The reforms, backed by Governor Babajide Sanwo-Olu’s administration, are aimed at reducing bureaucracy, blocking fraud, and improving ease of doing business in the state.
